It sure looks like it. Palin just added SarahPalinUSA to the info on her Facebook page, and one glance at the Twitter page itself would suggest that, presumably to coincide with her book tour, Palin is about to actively return to the world of Twitter. Palin was a frequent tweeter she frequented prior to resigning as Governor of Alaska, and actually opened SarahPalinUSA back in August, though it has remained dormant in the interim. Judging from the revamped background, not for long. Behold.
