Speaker Boehner Announces Deal To Extend Payroll Taxcut

House Speaker John Boehner announced Thursday that a compromise had been reached with Senate Democratic leader Harry Reid to extend the payroll tax cut.

“Senator Reid and I have reached an agreement that will ensure taxes do not increase for working families on January 1 while ensuring that a complex new reporting burden is not unintentionally imposed on small business job creators,” Bohener said in a statement of the agreement made with Reid. “Under the terms of our agreement, a new bill will be approved by the House that reflects the bipartisan agreement in the Senate along with new language that allows job creators to process and withhold payroll taxation under the same accounting structure that is currently in place. The Senate will join the House in immediately appointing conferees, with instructions to reach agreement in the weeks ahead on a full-year payroll tax extension. We will ask the House and Senate to approve this agreement by unanimous consent before Christmas. I thank our Members – particularly those who have remained here in the Capitol with the holidays approaching – for their efforts to enact a full-year extension of the payroll tax cut for working families.”

    The low IQ Conservatives/Tea Baggers/Republicans are quite saddened that Boehner has compromised and extended a tax-cut. A tax-cut that actually helps most of these low IQ Conservatives/Tea Baggers/Republicans but because Obama was for it they were against it.

    If the low IQ Conservatives/Tea Baggers/Republicans stop voting against their own self-interest, this country can become a better place.

    That’s just incoherent. 50% of working age Americans who have not yet retired or withdrawn from the work force are NOT unemployed – unemployment on that measure was most recently determined to be a 8.6%, about one sixth of the rate you’re suggesting. Payroll taxes apply to employment income between $18,000 and $110,000, a category that contains approximately 160 million Americans. Payroll taxes are called “taxes” for a reason: because they are “taxes”. You seem to think those don’t count as taxes, and only income & capital gains taxes count as “taxes” – at least that’s what it looks like.

A new bill is passed as they say with ” wonky” language  that  cleans up the Senate bill so as it is workable. The  ”wonky” language ensures that business will not be facing and uncertain future and a massive overhaul of the reporting system that  could not be done in two months. This also guarantees that the households of America can set their budget for  the year. This is the first time, I have ever heard the term “wonky” language. 

    Is this a victory for the American people? We have to see what comes out of the conference. The democratic controlled Senate demanded that Social Security be underfunded for the coming year. A temporary reprieve may not be worth the cost to our retirees. Social Security must be preserved and changed to make certain that is will be there for the x-generation. 

    ” the plan is for the House to originate a new payroll tax bill. The House ostensibly would agree to this new bill by “unanimous consent,” meaning House Republican leadership would have pre-cleared this with all members. Failing to get unanimous consent would mean Boehner would have to call back lawmakers for a regular vote. 
    The tradeoff from Democrats in the Senate is that Majority Leader Harry Reid would appoint conferees so they could have a genuine conference committee between the House and Senate to negotiate differences.The Republicans’ provision calling for approval of the controversial Keystone pipeline project would remain in the bill.In addition, the pact would have what was described to Fox News as some “wonky provisions” to help accountants and others who run payrolls get more certainty on the tax code.The Senate would have to approve the House bill by unanimous consent, as well. Then, the conference committee would meet in early January to work on deal to extend the payroll tax cut for a full year.This would not be a problem if Congress would do what liberals and conservative want. Dump the tax code and start over. The massive tax code as the OWS has stated is a pay off to special interest groups on both side of the aisle.

    You can not read. The Senate caved and wonky language was included in the comprise so as the House version will be passed. The senate now will set down and reconcile the two bills. The temporary agreement was needed because the Senate sent garbage to the house that was not doable. There are no winners. Social Security will be underfunded by both bills. The x-generation loses. This is tragic.

    Everyone wanted a tax cut. The question was how to clean up a non workable piece of garbage from the Senate. The wonky language that sources say in the new bill will allow for the tax cur and a conference to reconcile the two bills. The x generation loss because both version of the bills are under funding Social Security for a year. 

    If you spend more time thinking about what the article said and less time calling names you would be a better informed citizen. I would certainty like to know your ideas on a wide range of subjects.

    It is paid out of general funds.  I don’t have specifics, because it’s been a set of musical chairs.  There was talk of a freeze on government pay freezes, restructuring unemployment insurance, etc.  Lots of moving pieces and hard to keep track of where the cuts from general funds are going to be made.

    It had to happen, because they failed to include the “doc fix” in the general omnibus bill that passed last week.  If you think there would be hell to pay over the measly payroll tax cut, you don’t want to think about the consequences of a 27% pay cut to Medicare doctors.

    Along with the democrats we will flush the system of the establishment. The main point was to get a tax cut and to clean up a bill that was not workable. The Senate agreed to pass the house new version and to meet in conference and clean up the bill so it is workable. The “wonky” language make it a working bill. The senate bill is not being passed it is a new version of the house bill.

    Sorry Roma, but you are falling into the fallacy that somehow tax policy actually is important.

    I see this all the time when people bring up tax rates under Eisenhower.

    Everything being equal, which it isn’t, this sort of thinking would make sense.

    I have had a long standing argument with a libertarian leaning friend about Keynes.

    Keynes did work under the Bretton Woods accords and it collapsed about the time of the first Arab oil shocks.

    Economics is still the “dismal science”, as Carlyle famously dubbed it.

    The only difference is that the people that believe in Marxist philosophy about economics are on the right now.

    I know you are a more fair poster on this site, but a tax cut is lost money no matter how you see it. And I’m an R saying that. However, we’re in THAT much debt.

    That is a weak statement and you know it…  yes we all pay a sales tax, big freakin deal, some of us even pay property taxes…. and of course we all pay taxes on our internet and phone bills…  Hardly the same as paying federal income taxes and in most cases hardly commensurate with the monies that the State, Local, and Federal governments spend on our behalf.  So please give it a rest.

You make these statements but offer nothing to support them you throw them out there as if trying to make a big splash in a little pond The fact is that foreign purchases of our federal debt is declining and China is investing in other resources as they no longer consider US Treasuries to be in their best interest…. As the foreign purchase of US treasuries decline Fed activities in supporting the new issuance of debt has increased, and yes, without looking it up to get an exact number the Chinese hold something like 1.2 Trillion in US debt.

    I don’t think they were against the payroll tax cut extension because Obama was for it. Sometimes they are that daft, both the Tea PartieS and the Republicans, but in this case the analysis is ore straightforward. The GOP knew Obama wanted something, and they were willing to risk damage to their own interests in order to get more of what they wanted. It had worked before. It was pure greed on their part This time the Democrats called their weak bluff.

    I hope this sets the tone for future negotiations with the GOP. They’ve been clearly shown to negotiate in bad faith for all to see, and they had to swallow and accept the reasoned proposals of their adversaries. This failure will haunt them from now till the elections, “The Republicans are doing it again. They’re willing to hurt the entire nation in order to get more of their narrow self-interest just like they did with the payroll tax . . .”

    General funds refer to the general operating funds of the federal government, as opposed to let’s say the Social Security Trust Fund which until last year was totally funded by our payroll taxes. The taxes not collected by Social Security will be reimbursed to the fund by making a transfer from the general fund.  Basically just a bunch of jibberish coming out of DC as the SS fund will be overdrawn by a larger amount of money anyway and the so called securities that the 2.5 trillion that should be in the fund does not really exist, so there is little difference in payroll taxes and other “general revenues” as what is not spent by the program is returned to the general fund and worthless securities (non marketable) are issued back to the fund. It amounts to little more than an interest bearing accounting gimmick.
    This is probably a non issue moving forward as it is questionable whether the fund will ever get back into the black.  

    The Senate version of the extension of the payroll taxes currently is to be funded by increased premiums on mortgages taken backed by the GSE’s Fanny Mae and Freddy Mac.  

    My comment below although as snarky as it may be is in reference to the fact that beyond SSI Defense, and Medicare and Medicad all operations of the Federal Government are financed not through taxes but through newly created Federal debt and without Fed activity, be it discount rates or special deals to entice large banks to purchase newly issued Federal debt or Quantitative Easing or maybe the next sham the Fed pulls out of it’s magic bag…  the Federal government would not be able to sell it’s current issuances without substantially raising the interest rates it pays on the countries debt.

    We had no income tax until 1913 before that the Federal government was much as it was envisioned in the constitution, small and frugal, it was mostly financed through tariffs and duties.

    A new bill will be drafted in the house and will be approved by unanimous consent and sent to the senate where it to will also be approved by unanimous consent. This okays the tax deal with a provision to go to conference.

    “Senator Reid and I have reached an agreement that will ensure taxes do not increase for working families on January 1 while ensuring that a complex new reporting burden is not unintentionally imposed on small business job creators,” Bohener said in a statement of the agreement made with Reid. “Under the terms of our agreement, a new bill will be approved by the House that reflects the bipartisan agreement in the Senate along with new language that allows job creators to process and withhold payroll taxation under the same accounting structure that is currently in place. The Senate will join the House in immediately appointing conferees, with instructions to reach agreement in the weeks ahead on a full-year payroll tax extension. We will ask the House and Senate to approve this agreement by unanimous consent before Christmas.     I will highlight the important words, Reach and Agreement, A new bill will be introduced by the house. We will ask the House and the Senate to approve the bill by unanimous consent.  This should warrant and apology from you.

    First off revenues must be increased to the treasury and the budgets must be seriously cut if we are ever going to get rid of federal deficits but why would you want to extend the current system that has been bought and paid for but the so called 1%..  Why don’t you advocate for the complete overhaul of the taxing system…  Secondly it is not the so called conservative revolution that has caused our economic woes as you claim but several factors which are bipartisan in nature from the failed programs to put more Americans in homes to the collusion between the government and the banking industry, to the Fed’s facilitating our national debt, to the destruction of our educational system by liberal ideology and theory…  Not to mention global trade and workers in other countries willing to work harder for a fraction of the pay that Americans are willing to.  

    If you really want solutions for a better tomorrow then you really should address the countries issues honestly instead of through a political prism.  By the way even if we went back to the Clinton taxes we would still be running deficits of close to $1 trillion each year based on current spending and those tax rates would include a substantial tax increase not only for the 1% but for the middle class as well..  I know that it is probably to much to ask that you do your share….  and that attitude will be the death knell of this country, the expectation that it is someone else’s responsibility to do what is right…  ”They got mine and now it is time for them to give it back”  I really don’t care how poor you feel you are you live better than 95% of the worlds population, and the simple fact is that they want what you have and are willing to work and study their asses off to get it…  so you can blame whoever you want for your malaise but that won’t get you jack….

    Way to go, the dems and GOP tag team to defund SS & Medicare.  This will force the elderly now on SS and Medicare to go onto means tested welfare program with a flate rate benefit no matter how much was paid in by an individual.  Those on Medicare will go into Obamacare, which is let’em die Medicaid on steroids.
