Three (3) black people receive food stamps, that would mean ‘per capita’ 30 percent of blacks receive food stamps. Six (6) white people get the same amount, that is only 15 percent. But they all get the same amount of money, lets say it is $10.00 per month. That would mean that black people get $30 per month while white people would get $60. There is never a number, an actual value placed on who receives more actual money. It is reduced to ’per capita’ because the actual numbers wouldn’t play so well. It is also done with crime statistics as well to dupe people who don’t have the time or intellect to understand complex matters.
