Multiple news outlets have noted the apparent road where the shooting happened is a secure area not open to the general public.
Reporters at the White House have been told to shelter in place:

UPDATE –– 3:38 pm EDT: President Obama is not currently on White House grounds and the shooter is reportedly in custody.
UPDATE –– 4:00 pm EDT: Vice President Joe Biden was at the White House during the incident, but he’s been secured.

UPDATE –– 4:06 pm EDT: The lockdown has now been lifted.
UPDATE –– 4:22 pm EDT: The Secret Service has given official comment:
The Secret Service is confirming a police involved shooting near the @WhiteHouse complex. All Secret Service protectees are safe.
