Did Rick Santorum Really Talk About Making ‘Black People’s Lives Better’ With ‘Somebody Else’s Money?’

Surging presidential hopeful Rick Santorum is under fire for a remark at a campaign event Sunday in Sioux City, Iowa, where he apparently brought up the plight of black people completely out of the blue. Or did he?

According to reports, Santorum said ”I don’t want to make black people’s lives better by giving them somebody else’s money. I want to give them the opportunity to go out and earn the money and provide for themselves and their families.”

The comment was first reported by NPR’s Ted Robbins, who added, “Santorum did not elaborate on why he singled out blacks who rely on federal assistance. The voters here didn’t seem to care.”

We tracked down a clip of Santorum’s comment, from Wichita, KS CBS affiliate KWCH, in which the anchor appears to be reading at least some copy from the NPR report, but the clip doesn’t include the question that prompted Santorum’s response. We reached out to the Santorum campaign for a transcript of the event, but they have not responded as yet. The anchor reports the comment as one that “some say is racist,” and in this clip, it sounds like he’s just invoking the plight of black people out of thin air, which, to a crowd of voters in “too white” Iowa, would smack of the “welfare queen” race-baiting outgrowth of the Republican Southern Strategy. Here’s that clip, from Kansas CBS affiliate KWCH:


A review of a clearer version of the video, however, casts serious doubt on whether Santorum actually said “black people’s lives.”

CBS News has posted a cleaner version of Santorum’s remarks, and it seems as though Santorum did not actually say “black people’s lives,” but rather, that he stumbled in mid-sentence with a verbal tic that sounded like that.

“I don’t want to make…mmbligh…people’s lives better” is what it sounds like to me, although CBS News also transcribes it as “”make black people’s lives better by giving them somebody else’s money.”

Given the preceding context, in which he talks about the government trying to get more Iowans enrolled in Medicaid, the former explanation makes much more sense than the latter.

The Santorum campaign has still not returned our request for comment.

Here’s the CBS clip. The viewer can judge, but even as an LGBT-friendly liberal, I’m inclined to give Santorum the benefit of the doubt here:

    Why does an accusation of racism require a whole article dedicated to solving the mystery of ‘Is This Person a Racist?’ Santorum’s comment is only advocating self-reliance instead of a perpetual cycle of welfare dependence that so many Americans live on these days. 

    The African-American population receives welfare at a higher rate which may have been why Santorum mentioned it. It’s not racist to admit those statistics. If more than only 50% of black households had 2 parents and if African-Americans did not drop out of high school at a higher rate, this higher welfare dependence rate would not be. 
    When you scream racism at everything it’s hard to have a reasonable debate.

    Actually, Tommy appears to have it right – from THIS sound angle, at least. From THIS sound angle, it’s like Der Surgemeister (That’s unfair – he’s Italian: il Duce Dell’impulso.), it’s ambivalent as to whether he tripped himself up before being caught on video saying “black”, or just did a mouth-stumble – tho it’s hard to conceive of what other word, in context, would have started with the sound “bulah…” OTHER than black.

    to be fair, it’s very similar to what Obama said about people clinging to their guns and Bible when he thought he was talking to a group of like minded folks.

    Don’t get me wrong, there are notorious panderers who take it to the extremes of manipulation (Newt, Romney, McCain, Bush).

    But we seem to be unwilling to admit that everyone talks a different way among “Friends” than they do in public. If a politician claims they don’t, they are lieing.

    That’s why I get kind of crazy sometimes that the media only really cares about QUOTES, i.e. what is on record of somebody saying. And they ignore evidence, like people’s past writings or actions, especially if they are disavowed in the present tense.

    Then they are surprise when the politician gets elected and starts implementing policies that coincide with their record and beliefs.

    The Virginia Gov comes to mind, as does the Govs of Florida and Wisconsin.

    How do you know what he was suggesting? Obama wants to tax anyone making over $250 thousand which is hardly just the ’1%’, and some people don’t think that’s fair. What’s the big deal with that ideology?

    You make it sound like ALL of the people that are on welfare NEED it. Well, I’m not here to be politically correct so I’m not afraid to say that many people on welfare need to help themselves before asking the government for money. 
    If you drop out of highschool, have a baby when you are 16, and smoke cigarettes (thus spending ~$150 / month) on them, I don’t think you automatically deserve welfare just because your choices make it harder to support yourself or find a job.

He didn’t say ‘welfare recipients’ or ‘poor people’ (which still would have been idiotic and careless but not racist) but he instead singled out just ONE group within the larger group of welfare recipients.

    You must admit he singled them out. He suggested another way to ‘help’ them, but again the implication is there; that it is black people that are out for easier lives with other peoples money, not the entire larger group of welfare receivers. Singling out a minority group like that and painting them as lazy thieves (essentially!) IS racist, and it’s concerning you can’t see that. I don’t know you but I suggest you need to re think what you see as racism and what you allow.

    And he’s also a coward too, bc after this he cowardly dodges follow up questions from soft baller Hannity of all friendly sycophants! He pretends he doesn’t remember saying these things bc he doesn’t want to pander TOO much to the racists, but just enough that he secures their support. Disgraceful!     I’m with you, Pablo. The funny thing is, if you listen to this clip a few times you will hear he makes a verbal mash up of “people” and “lives”. He actually says “pbligh” not “black”. He is talking to an almost all white crowd and is saying “more and more of you” to them. While trying to pin the “racist” meme on a Republican for sport is the typical game around here, sometimes you guys just try too hard.

He made an articulate statement about “mmbligh” people, all of his aides heard what some bleeding-heart liberals inexplicably thought it sounded like but did not comment, and when asked to comment on why he said something that sounded like “Black People,” refused to clarify because any idiot should have known he meant “mmbligh.” Don’t you see what kind of light you are painting yourself in by labeling yourself as an “LGBT-friendly liberal”? What if you said “even as a Jew-friendly liberal” or “even as a Black-friendly liberal”? Don’t you see the implication that you are somehow doing LGBT people a favor by being “friendly” to them?

    Maybe he did mean “black people”, and if he did…so. I don’t believe his comment had racist intent, as it was part of a broader argument.  There are many black people who would prefer a manufacturing job over a welfare check.  When they are asked to offer a plan they argue for the return of manufacturing to this country .  Santorum offers up a solution for relief of our manufacturing deficit.  You would think he would receive praise from liberals for his progressive economic ideas.

    I’d have inserted the caveat ‘IF he’d said black there’ but I didn’t because Santorum himself was given an opportunity to clear up the error and tell the world he never said ‘black’ but he didn’t! So going by the evidence available, Santorum did indeed say ‘black’ here, since he whole thing couldve been cleared up and forgotten about and resulted in free publicity for his campaign and many humble apologies coming his way from the media that ran with it, had Santorum really not said ‘black’. If he didn’t say black he wouldve said he didn’t say black, it’s that simple! He didn’t, therefore he did say black, or he didn’t say black but was happy with the inadvertent dog whistle that went out and decided to pretend he meant it…which is much worse.

    So stop defending him and laughably, calling ME a hack when you don’t even know me.

    Here are accurate stats.. of the individuals receiving food stamps in Iowa (where this discussion began)  9% are black and 84% are white.  The percentage ratio based on race (white to white vs black to black) also suggests that more whites are on welfare…. Either way based on the number of people or the ratio of whites on welfare vs total whites in state, vs number of blacks on welfare vs. total blacks in state, the answer is the same.  Just like to brink in the facts and keep it real.

    Wow, I must be a complete disappointment to my race, black conservatives and white conservatives alike.  I am a black, single-parent, liberal, female with an MBA and an MAOM (no student loan money).  I own my own home, I own my own car(s).  My son is a 19-year old college senior and my daughter is a straight A student in high school with colleges all lined up.  I know for a fact that the 50% statistic is bogus.  I know that there are so many other black folks just like me, I socialize with them all over the country.  What amazes me is the lack of insight, and knowledge that is so very obvious to many about what makes the statement racist.  This isn’t rocket science.  First of all, there are a number of races on Welfare and in many places, those groups exceed the ratio of blacks on public assistance vs population.  Next, to single out a particular group and label it a certain way without specific facts to back up your statement indicates that you are speaking out of your ass.  Further, to makes such a statement suggests to a bunch of lug-headed racist people that all black people are on welfare.  If you are running for President and representing EVERYONE. then it might be appropriate not to give those who hate even more hollow bullets to load the gun with.  Diplomacy skills like this will have us back in another war!  You see, racists don’t need to have facts, accurate percentages (as seen in this blog alone) or anything concrete to continue to spew out information and claim it to be gospel.

    As a Black woman, if I were on his team, I’d have advised him to say the following is his defense statement:

    “Yes, that’s exactly what I said and what I meant. My intent was to go on to clarify that I singled that population out because they have been the most historically disenfranchised and I believe there is still a lot more work to be done in that area; however, I got ahead of myself and continued on without making that clarification.”

    That would have instantly turned him from looking like a prejudiced bigot to looking like a champion for the cause of Black advancement. These politicians need some more laypersons on their staff to help with these things!

    Listen to his BLACK with headphones and it is clearly the word BLACK.  What is the definition of ‘mmbligh’ that he claims he said?  The video has a blip. not his actual speech.  Just what was his intended word that he changed?  His brain realized BLACK was a bad choice, but he couldn’t stop his mouth; just like a politician.
