Well, this was an odd thing to witness over our morning coffee (brewed by Starbucks, naturally). Morning Joe hosts Mika Brzezinski and Joe Scarborough were attempting to interview Senate Budget Committee Chairman Kent Conrad (D-ND) about the fact that Democrats have gone one thousand days without presenting a budget.

But, alas, Senator Conrad was nowhere to be found!

He was not eating eggs and ham, he was not hiding in the can. He wasn’t somewhere in the Senate, he wasn’t wrapped up like a present. He wasn’t sneaking ’round the House, he wasn’t hiding with a mouse. They looked down here, they looked up there, but — try as they might — Joe and Mika could not find him anywhere.

    Obviously that was a set-up.  They knew the Senator was a no-show for whatever reason and decided to embarrass him.

    I’m glad Joe is never later for his Morning Joe show!

    He should be embarrased. Do you realise everyday goes by the senate is breaking the law by not presenting a budget?

    President ObaMao has his budget ready.

    Send some SERIOUS Republicans to congress who are there to do more than hand out additional tax breaks to Mitt Romney and Kim Kardashian and you’ll see a budget get passed in about 48 hours.

    Well the senate has a majority of 53 democrats.Why aren’t they voting on the Presidents recent budget?
    Are you trying to say that Harry Reid thinks Obamas proposal is not SERIOUS????
    I say lets write to Harry Reid to let Obamas proposal come to the senate for a vote.

    Its a law that the president,senate,house of reps must present a budget before a certain date. By law their is supposed to be a budget every year.
    Its been over a thousand days that the richest country in the world has gone without a budget.
    How many buisnesses or even households operate like this?

    The house since 2010 has come up with budgets but they won’t even debate it

    Correct me if I’m wrong, but I thought the Democrats/President have “presented” a budget/budgets in the past, but they never were able to garnish the votes to get passed??

    Budget! We don’t need no budget!  We just vote spend it all and then some…  Budgets are just as waste of time, who cares where the money goes anyway?  Just as long as it goes..and we print some more.

    Really? 53 Democrats? Are you serious? Have you been living under a rock?

    The new reality is that 60 senators is the base minimum to get anything done now In Washington. I don’t give Democrats a pass — they’ve had some pretty weak performers in recent years like Landrieu, Bayh and Nelson — but Obama wouldn’t have needed their sorry asses if even a handful of Republicans had gone to Washington serious about solving the nation’s budget problems instead of pushing for MORE tax breaks for those who need them the least.

    The President, according to the Budget and Accounting Act of 1921, must submit a budget to Congress each year. In its current form, federal budget legislation law (31 U.S.C. 1105(a)) specifies that the President submit a budget between the first Monday in January and the first Monday in February.

    Hence each session of Congress, a budget resolution by law must be enacted by April 15. This

    Budgets are specifically exempted from the filibuster.  As such, the number 60 is irrelevant.

    Why ? Because a budget is full of new spendings, tax increases, and deficits. Democratic Senators are afraid to vote for all those wonderful things (Sullivan should call them “dumbs”).

    Unfortunately, the law you cite (31 U.S.C. 1105(a)) does not say a thing about passing a budget resolution. It does mandate a budget request be made by the President, a precedent established by a 1921 Act signed by Harding and designed to centralize the process of federal spending.  

    A budget resolution itself is a blue-print lacking the force of law. A budget resolution sets some mandatory limits on revenue and spending that the appropriations committees must consider when authorizing discretionary spending for the various federal agencies (mandatory spending does not need authorization of course).   The budget resolution process itself dates back to the Congressional Budget Act of 1974… a response to Nixons refusal to spend funds allocated by Congress.

    Appropriations bills are where the action is at.  Keep your eyes on the prize and refuse to abide by the other mans lies.  Be cool my dude.  Be cool.

    Now to get back to the substance. ObaMao and the rest of the dems which included full control of the federal goverment for two years have willfully and iresponsibley neglected to pass and abide by budget which people like you voted them into to do.
    Split hairs and parse all the bullshit you want on techinicalties if it is a law or not the democrats have been totally irresponible in this regard.They have written deadline to meet and haven’t done so in over a 1000 days.
    So why don’t you smartin the F up and deal with the reality.

     youre not that bright……if there was no budget the government would be shut down…..the presidents budget means nothing….appropriations are handled by congress……heres a question for ya….kind of a trick question……DOES THE PRESIDENT SIGN THE BUDGET TO MAKE IT BECOME LAW??????…if you believe that a law is being broken everyday when there no budget…..LET THE PROSECUTIONS BEGIN…….BIG BLUE OWNS YOU
