President Donald Trump’s approval rating has slumped to just 37%, according to the results of a new CNN poll published Monday, a second-term low and just one single point away from his all-time low.

The numbers mark a precarious backdrop to the upcoming midterm cycle, where a bruising 63% voiced disapproval of the president.

There are several issues defining the number, with 72% of those polled saying the economy is in poor shape, and 61% polling that Trump’s policies have worsened economic conditions. Eight out of 10 consider the government shutdown a crisis or a major problem, and 61% disapprove of Trump’s handling of it.

Democrats have problems in the polls as well, but CNN analysis argued that, fundamentally, Trump’s unpopularity is outperforming the unpopularity of Democrats.

On the generic congressional ballot, 47% of registered voters say they would back the Democrat in their district today, while 42% say the Republican. In a further look at voter intent, 41% say their vote would be meant to oppose Trump, which is nearly double the 21% who say their vote would send a message of support to the president.

Trump is underwater almost everywhere and sinking across demographic lines, according to the poll.

The poll, conducted October 27-30, surveyed 1,245 adults, including 954 registered voters, with a margin of error of plus or minus 3.1 percentage points.
