Watch: Speaker Nancy Pelosi Delivers House Censure To Rep. Charlie Rangel

video

Some would have you believe that being censured by the House of Representatives for ethics violations is not a big deal. After watching the following video of Representative Charlie Rangel stand in the well of the House floor and receive formal admonishment from Speaker Nancy Pelosi, one can’t help that the New York Democrat felt some embarrassment and shame. Rangel addressed the House after being censure, expressing some form of contrition after the formal vote that expressed the body’s disapproval of a member’s conduct.

Rangel’s most most significant charge was that he had been found guilty of not paying his own taxes, a mistake made more grievous given his role as the chairman of the House Ways and Means committee, which is ostensibly in charge of the United States tax code.

Face it, Rangel got off easy. If he was a Republican, the news would be all over the place and with stories about how it proves that every Republican is crooked.

The truth is the US is filled with corrupt politicians from both parties but Democrats like Rangel are all over the place.

This should have happened years ago.

  • MediaiteCensorsSux

I think he got off easy too. If it was one of us there would have been huge fines and/or jail.

  • http://MsUnderestimated.com MsUnderestimated

If a normal citizen would have done HALF the things Rangel did, they’d be UNDER the jail right now.

And why the applause? Seriously… the man is a stone-cold CROOK! Why his constitutents keep re-electing him is beyond me.

    Cue the race pimps in 5, 4, 3, 2, ……

    Most ethical Congress in history.

  • jacobjakeu

    THAT’S IT??!!

I’ve been more humiliated as a second grader who misbehaved in class and had to stand in the corner for 30 minutes.

This guy does something that would have sent most to jail and he and his cronies are arguing that this little joke of a censure is too much????

    Shame on all of them.

He should have been put in jail. Or at least stand there and have every person in Congress rebuke him for a full minute each. This isn’t humiliation, what was done. This is a joke.

  • timzank

I wouldn’t call his remarks exactly “contrite”.

As far as I am concerened he should have been embarrassed enough to retire. I don’t care which party they are they need to go. In the old days what Charlie did was common place. I think they called it PERKS. I worked with the state legislature and the majority of them were what I call crooked. The average person out there has no clue what goes on behind closed doors. One thing I will say for today is that the media does pay closer attention to these activities. In the old days the media was very complacient toward politicans.

  • sarainitaly

    JamesA1102 said:
No answer the question. What laws did he break?

The House ethics committee last month found him guilty of 11 of 13 charges of financial misdeeds, including submitting misleading financial statements and failing to pay all his taxes.

The chairman of the ethics committee, Democratic Rep. Zoe Lofgren of California, said the censure her committee recommended was consistent with a Democratic pledge to run “the most honest, most open, most ethical Congress in history.”

She said Rangel “violated the public trust” while serving in influential positions including chairman of the tax-writing Ways and Means Committee.

The House ethics committee painted Rangel as a congressman who ignored rules of conduct and became a tax scofflaw despite his knowledge of tax law from his long service on the tax-writing Ways and Means Committee.

Rangel chaired that panel until last March, when he stepped down after the committee — in a separate case — found that he improperly allowed corporations to finance two trips to Caribbean conferences.

Rangel shortchanged the IRS for 17 years by failing to pay taxes on income from his rental unit in a Dominican Republic resort. He filed misleading financial disclosure reports for a decade, leaving out hundreds of thousands of dollars in assets he owned.

He used congressional letterheads and staff to solicit donations for a monument to himself: a center named after him at City College of New York. The donors included businesses and their charitable foundations that had issues before Congress and, specifically, before the Ways and Means Committee.

Rangel also set up a campaign office in the Harlem building where he lives, despite a lease specifying the unit was for residential use only.

Oh that’s right, at the last minute they changed it from a censure to a *rebuke*. Basically, he got the same thing – a stupid scolding on the house floor.

The Joe Wilson Censure Vote: A Look at Who Crossed Party Lines
By Holly Bailey and Daniel Stone

As expected, the House voted this evening to censure Rep. Joe (You Lie!) Wilson (R-S.C.) for interrupting President Obama’s speech to Congress last week. The vote was 240-179, breaking down largely along party lines.

    http://www.newsweek.com/blogs/the-gaggle/2009/09/15/the-joe-wilson-censure-vote-a-look-at-who-crossed-party-lines.html

The House voted, 240-179 and largely along party lines, to publicly rebuke Representative Joe Wilson, Republican of South Carolina, for his brief outburst of “You Lie!” against President Obama during the address before a joint session of Congress. The Democratic leadership pushed for the formal resolution expressing disapproval of his conduct, while Republicans — within and outside the House –denounced the vote as a partisan action.

    http://thecaucus.blogs.nytimes.com/2009/09/15/blogging-the-house-action-on-wilson/?hp

    This is hilarious:

To not respond to a violation of the rules would be wrong, said Mr. Clyburn, adding:

“Silence is consent. We cannot be silent in this matter, because we do not consent to the conduct of Mr. Wilson.

Don’t pay your taxes, and break 11 ethics violations, no problem! But don’t you DARE call a liar a liar.

Like I said, Joe Wilson got the same treatment, and all he did was call a liar a liar.

    Not really…

Censure is a formal and public condemnation of an individual’s transgressions. It is stronger than a simple rebuke, but not as strong as expulsion.

Because censure is not specifically mentioned as the accepted form of reprimand, many censure actions against members of Congress may be listed officially as rebuke, condemnation, or denouncement. The end result, however, is the same, and to all intents and purposes these are censure measures. At the same time, each censure case is different, and those delivering censure like to have enough leeway to tailor the level of severity. Still, the prospect of an open, public rebuke by one’s peers is painful even for the most thick-skinned politician.

    rep·ri·mand (rpr-mnd)
    tr.v. rep·ri·mand·ed, rep·ri·mand·ing, rep·ri·mands
To reprove severely, especially in a formal or official way. See Synonyms at admonish.
    n.
A severe, formal, or official rebuke or censure.
    http://www.thefreedictionary.com/reprimand

    cen·sure (snshr)
    n.
    1. An expression of strong disapproval or harsh criticism.
    2. An official rebuke, as by a legislature of one of its members.
    http://www.thefreedictionary.com/censure

Censure is a “formal rebuke” or “official displeasure.” It is done by someone, usually some kind of assembly, in authority. The s in the word is pronounced like as sh, just as in the word sure. The U.S. Congress has censured its members a number of times for unbecoming conduct. Usually there is no specific punishment, just an official notice. In the U.S. Congress, that may mean the end of a political career, but not always.

All the reactionaries busting on a Planet of the Apes fan site should pray they never get caught with their blow-up Reagan dolls… or the bondage outfits they were under their track suits. No wonder it always smells like leather around here. HAHAHAHAHAHA

JamesA1102, a valiant effort but these gangsters will never be satisfied with anything less than the total destruction of all liberals and liberalism in general. That’s the only thing they care about. They think they will suddenly become members of the wealthy (mostly white) elite when the last liberal is finally run out of America (and that’s when Sara makes her triumphant return, of course). There is only one political issue they will ever care about, destroying liberals. Truth, facts, consequences – all meaningless to the reactionary. There is nothing that will ever persuade them to be more thoughtful, nothing that will satiate their hunger for demonizing liberalism, nothing, ever, that will enter into their minds that will ever suggest that they should treat liberals with anything but total disdain and revulsion.

The other day, Gordon suggested I should ask someone to do him a favor and kill me. Really. He actually meant it. This is who these people are. Always and forever. Twas ever thus and twill ever be. Until we, as a nation, come to terms with the fact that roughly 25% of our population is comprised of psychopaths who never developed any semblance of empathy, this is how our political discourse will continue to be… and worse. This is what we’re dealing with – grown-up toddlers stuck in the terrible twos. It ain’t gonna stop, ain’t gonna let up, ain’t ever gonna be anything but what it is – irrational but pure, all-encompassing fear and loathing. Nothing more. Nothing less. Ever.

NO, you didn’t explain how they were two very different things. You SAID they were two very different things, but haven’t proved how they differ. I said they both had formal roll call votes. They both had people reprimanding them on the house floor. They were both formally reprimanded. And they will both be recorded in the formal congressional record.

What is Charlie getting that is any more harsh than what Joe got? They consider it a harsher punishment, but by what standard? Where is the harsher punishment? Do you really think considering what Joe did, and what Charlie did, and the similarity in their punishments, it was fair?

Ever.

When someone is put into office based on commercial savvy vs merit, there are issues. If I were a dog, I wouldn’t waste my urine on any of these political hydrants. Or the clowns in media who suck up their advertising dollars, and spew their own bullshit on an apathetic public.

I ran with the liberals for many moons, and quit because the majority of them never leave the moon. Utopian lunatics. At least, conservatives believe in the magic of the bullet. While most are scoundrels themselves, I can appreciate a hair trigger mindset. Probably why a home invader, will never come through my doors.

For those conservatives that don’t understand what this is, it’s called a “correction.” Typically it is issued when one has been found to be espousing information that later turns out to be erroneous. Since conservatives are pretty much always in that condition (discovering that they’re wrong on the facts), it would be helpful if you learned how to issue a correction yourselves. It’s really not that hard. Here’s how it works…

First, you admit that you made a mistake – “Excuse me.”

Second, explain what the mistake is – “I misread what you wrote…”

Last, make nice – “…and have my apologies.”

See, it’s not really all that hard. It’s OK to be a bigger person and admit you were wrong. You won’t die. The Earth won’t stop spinning and the sun will continue to rise on schedule. Try it. You may be proud of yourself for something legitimate for a change.

Well, class, let’s review. Republican Randall Cunningham (CA), committed fewer crimes than did Mr. Rangel. Cunningham was sentenced to 8+ years in prison. The reason Cunningham only got 8 years was because when sentenced, he was being treated for cancer, so he’ll likely die in prison. But, thanks to a bill sponsored by John Kerry (D-Stalingrad) Cunningham was stripped of ALL pensions and benefits associated with his service in Congress. Think Kerry will jump on Rangel that way? Me neither.

How about Wesley Snipes? I can’t recall ever seeing one of his films, not that it matters. Seems that Mr. Snipes was convicted of not paying taxes for three years, so it looks like three years in “the pen”. So if there’s any justice, Mr. Rangel should be getting, oh, 17 or so years in jail. But no. He gets scolded by one of the other Marxists, oh, excuse me! He gets scolded by the Queen of the PROGRESSIVES! Who’d like to contact Messrs. Cunningham and Snipes to query whether or not THEY would prefer a tongue-massge from Queen Nancy as opposed to hard time?

Pretty poor effort at revisionism if you ask me…

    Wikipedia just for the summary:
“On November 28, 2005, Cunningham pled guilty to tax evasion, conspiracy to commit bribery, mail fraud and wire fraud in federal court in San Diego. Among the many bribes Cunningham admitted receiving were the house sale at an inflated price, the free use of the yacht, a used Rolls-Royce, antique furniture, Persian rugs, jewelry, and a $2,000 contribution for his daughter’s college graduation party. Cunningham’s attorney, Mark Holscher, later said that the government’s evidence was so overwhelming that he had no choice but to recommend a guilty plea. With the plea bargain, Cunningham faced a maximum of 10 years; had he fought the charges, Cunningham risked spending the rest of his life in prison.”

“Almost as soon as Cunningham pled guilty, Intelligence Committee chairman Pete Hoekstra of Michigan (who represents Guy Vander Jagt’s former district) announced his panel would investigate whether Cunningham used his post on that committee to steer contracts to favored companies. Hoekstra said that Cunningham “no longer gets the benefit of the doubt” due to his admission to “very, very serious” crimes.”

Just because you may be FROM America, doesn’t mean you have any credibility on American issues. You’re an ex-pat who will not be affected by any domestic policy decisions in America. But since you refuse to butt out, you’re going to be revealed as a foreign actor from time to time. That’s just the way it goes. You LOVE to play the false equivalencies to “prove” your points, but they only serve to reinforce the truth and your own blind partisan hatred. And in this case we get a bonus. Not only did the GOP give a sustained cheer much more boisterous than any of the harumphing in the chamber, but they did so to show support for effectively privatizing social security. Ah, the heady days of 2005, before the 2006 slaughter, when conservative Republicans thought they could do anything with their “permanent majorities.” Guess things didn’t go quite according to plan for that group, did it?

Here we go again on my theory of Good Capitalist or Bad Catalist.
Speeding towards a financial meltdown, the Wall Street debacle surfaced from easy money, caused by low interest rates, which promoted the trading of false securities, milking the system, over productions and sale of houses, cars and all real estate in general. Alan Greenspan, not raising interest rate when he should have, may have inadvertently saved the world economies. Why? It exposed the theft, graft, corruption, mismanaged and misguided Wall Street Stock Market. This allowed legislators and regulators to reset and fine tune our financial system along with future oversight and transparency. Now we only need to deal with the problems of Bad Capitalist and Good Capitalist, helping them understand their part in keeping the world economies running smooth. We first need to ask them, are you helping with the solutions or are you part of the problems. I believe the College Frat Parties were a boost to creating more Bad Capitalist than our economies previously had to deal with. If we ask ourselves, “What is a good Capitalist and what is a Bad Capitalist?” Many would like to generalize, like most TV Anchors and Commentators, comparing Capitalism to Communist, Socialist or Kingdoms. You can only generalize with those comparisons. We can be more specific if we compare Capitalist to Capitalist. Are they Good or Bad? Again, it’s Similar to comparing Republicans to Republicans or Democrats to Democrats. You can learn more with fewer misunderstandings this way.
Capitalism is very fragile and in the past, has been abused by all the Mr. Greedy that came along, many gangsters have practiced Capitalism. Communist practice Capitalism, Kingdoms practice Capitalism.
Everyone who believes in Capitalism should be an advocate of good moral standards that can survive the criticism of everyone on earth. You are either a Good Capitalist who gives respect and honor to the civil rights of everyone except those trying to destroy you which could mean terrorist, or a Bad Capitalist who worships money to the extent of participating in activities of any nature that would be immoral, unethical or even disgusting to the point of bullying, name calling, dirty looks or dirty tricks and all of this for a dollar. Leave these tactics to immature children.
Good Capitalist are not depriving employees of decent wages and giving millions to charity to gain respect in their community. Good Capitalist don’t send jobs overseas while accepting security and first class protection from our soldiers giving their lives and limbs while Bad Capitalist send their jobs overseas instead of taking care of their sons, daughters and relatives first.
It is not hard to see, there are Good Capitalist and Bad Capitalist and that is our ONLY PROBLEM.

Yep, I said all that. And I meant every word of it! Got something to fucking say? Huh!?

Totally agree. The problem is, to be a “good” capitalist, one must care about something more than profit. And to the reactionaries in America, caring about anything other than pure profit is “socialism.” Socialism has been redefined as an evil by guilt of association (thanks a lot, USSR). Because right-wingers have bought into Soviet propaganda that redefined “socialism” as “authoritarianism,” they perceive anything not devoted to the pursuit of pure profit as “evil.” They really, actually believe that shit. There are Christian conservatives furiously pouring over the Bible trying to find verses that support the notion that all of Christ’s teachings were actually about small government and pulling ourselves up by our bootstraps. They haven’t found them in thirty years of searching, so they decided that Bible isn’t good enough and have embarked on writing a whole new Bible instead…

Don’t like God’s Law? No biggie, we’re changing God’s Law anyway!

This is what we’re dealing with. They won’t be defeated by logic, they’ll be defeated by power. Nothing less will do.

As far as I am concerened he should have been embarrassed enough to retire. I don’t care which party they are they need to go.

Well, you’ve just cited one–it’s called income tax evasion. That’s what they got Al Capone on, just ask Big Eddie.

But, in spite of Nancy Pelosi’s promise to run the most ethical congress in history, Rangel will never be charged with a crime in the HR, and it was something akin to getting a root canal to even get Rangel censured.

True, he owes back taxes for a rental property. A lot of people owe back taxes. But exactly what law did he break?

BW, this is one of the rare instances where we agree: Miscreance of any sort by our elected representatives SHOULD never be tolerated by “We the People,” yet you and I have friends with whom we tend to agree politically who willingly turn their heads when those whom they have supported with their vote behave in an untoward fashion. I guess the bottom line is that “We the People” will always get the worst possible government we will tolerate. It is therefore up to US to lay aside our partisanship and DEMAND better. If we don’t, this wonderful country will just slide right on down into the sewer.

If memory serves, Ensign was hosing one of his assistants/staffers (like an intern). I don’t think that’s a “jailable” offense. Maybe we should ask Bill Clinton.

It is still errant behavior, and unbecoming of an elected representative. Please see previous commentary.

I think I agree with your premise–that all people (not just capitalists) should be compelled to operate within the confines of ethical behavior–but if you’re not in business to make a profit, you’re either the government or some iterration of a fool. No margin; no mission.

Thank you for your insight. Your remarks bear repeating…so I did so.

Lotsa dual standards there alright. When a liberal does something that totally stinks, they get a pass. Patrick Kennedy’s drug addiction comes to mind.
