President Obama: Next Chapter Of Deficit Reduction Will Include New Tax Revenue

President Obama took to the White House lawn today and addressed the press shortly after the recent bill had been passed that raised the debt ceiling, and aimed to pivot the focused conversation to “a more balanced approach” to the fall season. The president’s response was muted in tone, downplaying any celebratory tone, and immediately presented the political agenda for next few months: lowering taxes for the lower and middle class and putting more revenue burden on the wealthy.

The president insisted that the next chapter of deficit reduction will focus on a revamped tax code and also hit some of the same talking points he made in the last few days, namely that the people may have voted for a divided government and not a dysfunctional one. “It shouldn’t take the risk of default or catastrophe for people in this town to come together and get something done.”

They chose to wait so they could place part of the blame on the Republicans. They weren’t expecting such hard push back.     They must not have expected the push back, but they were warned. On January 3rd, the first day of the new Congress, Time Geitner told John Boehner of the need to raise the debt limit. On January 6th, John Boehner let the treasury secretary know that there would have to be spending cuts attached.

    That was nearly seven months ago. For six months the WH assumed that they could ignore the will of the majority in the House. If they did not want to wait until the last minute, they should have begun to negotiate seriously months ago.

    Tax reform is definitely a worthwhile endeavor, along with budget reform, regulatory reform,  and entitlement reform.

    But everyone above the poverty line should pay a share, and right now many of them do not. 

    When politicians refer to “the taxpayers”, no one should automatically assume that they are speaking about someone else. Everyone ought to consider himself to be one of the taxpayers, if only to have a stake in the outcome of debates that concern taxpayers.

    IMO it should be possible to reform the tax system so that it encourages more economic growth, which will then lead to more tax revenue. Without such reforms, I think we’re stuck with a stagnant economy.

They override it every time. They know if they cut those payments further that more and more doctors will stop taking Medicare.

    The top 1% of taxpayers pay about 40% of all income taxes, the top 10% pay 71%. But yet the “rich” aren’t paying their “fair share?” LOL. The bottom 50% pay 3%. A lot of the bottom 50% pay NO Federal income tax. What about the shared sacrifice we keep hearing about? Shouldn’t we all have skin in the game?     To make the flat tax work, you need to do more than just replace a bracket of tax rates with a single tax rate. You also need to broaden the tax base, eliminating all the exemptions and credits that let some people pay less than others who are identical situations. In fact I would recommend adding some items to the tax base that have never been taxed in the 98-year history of the income tax. 

    For instance, if there are two people with identical income and the same number of dependents, living in identical houses, I do not think the one who is renting his home should pay more federal income tax than the one who who is buying his home with a mortgage. I think it is great when people are able to accumulate wealth; but I do not think the government should discriminate against renters.

If the current federal revenue is $180b per month, and current spending is $300b per month, meaning that _every single_ month, the United States has to borrow $120b, don’t you see something wrong with that picture? Tax the crap out of everyone, it still doesn’t change the fact that we spend as a nation _way_ too much money. It simply can’t be sustained.

    Look at the price of gold, the stock market. Even people who used to be fooled by the cute math done in Washington with baseline budgeting aren’t fooled anymore, and inverters sure aren’t buying it, are they?

    Have you hired anyone lately, or thought about hiring anyone, or considered how much red tape is involved in hiring even one person?

    I haven’t hired anyone myself, but I know people who have more work than they can handle. But instead they put in more hours of work themselves, or they ask existing workers to put in some overtime, or they turn down jobs that would require them to hire more workers. 

    There are just too many rules and regulations and mandates and taxes, and a lot of uncertainty about even more hassles that the government is getting ready to spring on small businesses.

    I was shocked to read, just a couple days ago, that the DOT wants every farm worker who operates tractors or other equipment to have a commercial drivers license. For a number of reasons quite a lot of people can’t get a CDL; plus the farm owner will have to buy additional insurance if his farm equipment is labeled as commercial vehicles. So this is just another example of jobs that are being destroyed by government regulation; every agency in the federal government is hard at work destroying private-sector jobs.

For example, why doesn’t General Electric and other corporations with unions who votes democratic pay taxes? Why did you double the amount of limosines for government use that cost the taxpayers millions of dollars each year to gas and maintain. (Bush had half of what Obama has for official use.) Why does Michelle have 40 assistants and fly around with them to Spain and France etc on vacation. Why do you Mr. President take so many vacations?  Where is the skin you are giving Obama? This president  is a communist through and through.Why do you let Joe Biden get away with calling Tea Party members terrorists when the real terrorists are not referred to by that term in your administration. We are involved in 3 wars! I could go on and on. Criticisms of your policies are not racism.     The 50% of people that do not pay income tax includes a lot of retired people that have worked 40-50 years of their lives and have paid their fair shar of income tax and still pay sales tax, state tax and real estate tax and most other taxes. The government has stolen their money from Social Security and now includes it in the federal budget deficit. You can blame president Johnson and every president after for the theft from Social Security. Johnson stole the money to pay for a war of choice, Viet Nam which never threatened the U.S. Iraq which never threatened the U.S. The Iraq war was for oil, which get we get very little of. Why doesn’t our government let the oil companies drill for our own oil in the U.S. ?  Other than a lot of tomb stones and hugh deficits, what did we get from the Viet Nam and Iraq wars ? We still have troops in many foreign countries that are better off financially than we are and can afford their own defense. We haven’t had a sensible president or congress since the Eisenhower administration.

Because “Just pay the interest” is (as schmegma loves to say) prima facie bad budgeting. We have to start paying down the principle.

    Well said. One example is the oil subsidies. They were initiated to encourage oil companies to drill within US territory, but they are having no effect now. Yet they are still there and oil companies won’t give them up.What was a good incentive is not one now.

    Good point. Lobbies fight it. Politicians listen. Two caveats:

    Flat taxes may need to be flexible in that they would go up or down by a percent or two until we figure out the best rate. So far, 15% is only a good guess. It might even work out so well that it could go down to 14 or 13. This would be necessary if we also have a balanced budget amendment. If that happens, we may find ourselves in an emergency situation, like another war that we all support. (Rare but possible.)

    A flat tax would not necessarily eliminate Planned Parenthood or other social programs. It must be independent of other legislation to stay a simple flat tax. Otherwise, the loopholes and subsidies are back again.

    So. Flat tax and balanced budget, then decide on guns or butter, free sex or no sex, and God or Allah issues.

    Neo-cons thought they could bring democracy to the Middle East and elsewhere. They also knew that calling themselves conservatives would get them votes. The Christian Right was getting strong then. Neo idea. We can Con these folks.

     Neo-cons also were chicken-hawks. Chicken in that they dodged the draft. Hawks in that they believed in preemptive strikes and just starting wars in general. Mostly, they were cons in that they conned people. “Deficits don’t matter.”  – Dick Cheney. “War in Iraq will last three to six months, max.” – Don Rumsfeld. He conned himself on that one, and fired the Chairman of the Joint Chiefs of Staff for disagreeing with him.

    OK. Rumsfeld wasn’t exactly a chicken-hawk. He was a naval aviator during peace time. The problem with that is he didn’t understand the need for troops on the ground. He expected shock and awe followed by peace and prosperity. Very few dirty boots, and the grateful Iraqi people would pay our costs of freeing them with oil. That was the excuse for not putting that war into the budget.

    As for Bush, he wasn’t dong well in the polls before 9/11, but he sure did great after that. He didn’t cause it, but how could he not like the support he got after it? How could he keep that war leader image going? He loved being Commander in  Chief during wartime. His military service was similar to Rumsfeld’s. Jet jockey in obsolete aircraft that would never fight overseas. No idea or concern about what ground troops do.
    (Things are different these days. Air and ground ops are hundreds of times more integrated, and senior officers really know this stuff.)

    There is such a thing as the Federal Motor Carrier Safety Act, and the DOT is authorized to write safety regulations.

    It appears that the DOT is mainly attempting to regulate farmers or their employees who are transporting grain to the local co-op elevator with their own trucks; it does not appear as if they want to regulate tractors and other implements of husbandry.

    This still seems to be the act of bureaucrats who have too much time on their hands; the existing rules were established in 1935 and modified in 1984 and 1986.

    I presume you are speaking of the oil depletion allowance. I admit that I don’t know exactly how it works, but if I had to guess I’d say it is like the depreciation of an asset. If this is so, then depletion allowances are not subsidies. If there is a difference between depletion and depreciation, then the depletion allowance should be adjusted to make it a more accurate measure of the declining value of the asset, in this case an oil well. (I presume you would agree that an operating oil well is an asset that declines in value as the oil is pumped out?)

    1) Neo-cons were not the first to think that America ought to make the world safe for democracy. And it was not a neo-con who said that “we shall pay any price, bear any burden, meet any hardship, support any friend, oppose any foe, to assure the survival and the success of liberty.”

    2) The people you refer to as neo-cons are pretty conservative, by the current 21st-century US definition of the term “conservative”. They did not “con” anyone into thinking they were conservatives, when they were not.

    3) Being a neo-con has nothing to do with whether one served in uniform or risked his life. Our second president, John Adams, was as active as anyone else during the Revolution and then during the first decades of our Republic; but he never served in the Continental Army like Washington or Hamilton. No one dared call him a “chicken hawk”. 

    4) One person, Paul O’Neill, claimed that Dick Cheney told him “Ronald Reagan proved that deficits don’t matter”. O’Neill did not like Cheney, O’Neill was eager to sell more copies of his book… O’Neill had an incentive to embellish his story and to distort whatever Cheney actually said. Certain we were left without any context.

    5) Rusmfeld did not predict how long the US would be in Iraq, only how long it would take to oust Saddam and defeat his armies. It took 42 days. And Rumsfeld sent all the forces he had; if there had been more, he would have sent more.

    6) George W Bush never pretended that he served in a war zone, unlike some US senators I can name (Harkin, Blumenthal). And BTW, the fighter planes of that era were pretty dangerous to fly, even on domestic training flights.

    7) Quite a lot of conservatives have no religious beliefs, nor any attachment to a Biblical theory of creation. To me it seems pretty crazy to believe in some Supreme Being that created the universe and the Earth and all the plants and animals and that special category of creatures called humans. I also think it is pretty crazy to believe in the anthropogenic global warming theory. But the creationists are harmless, IMO, because they are not trying to take money away from me like the warmists. The faith-based AGW believers are at least as nuts as the believers in the Genesis theory of creation.
